The General Services Administration (GSA) announced that it would extend the current Alliant 2 IT Services contract vehicle for another five years, pushing back the release of Alliant 3 to the first quarter of fiscal 2024.


Alliant 3 is an unrestricted, Best-in-Class (BIC), Multiple-Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) GWAC contract worth $75 billion. GSA expects to issue 60 awards with a 10-year period of performance.

While 2024 might seem far off, savvy government contractors will start preparing now for this must-win opportunity.

Because the preceding Alliant 2 vehicle has been so popular, GSA has indicated that it expects to move faster and earlier than initially anticipated with Alliant 3. The demand for IT Services under the Alliant 2 contract has far outpaced what GSA forecasted: the agency last summer raised the vehicle’s ceiling value from $50 billion to $75 billion.

Alliant 3 Scope of Work

Alliant 3 is designed to support federal digital transformation efforts, and GSA is seeking qualified companies that can meet the government’s IT needs. According to the draft Request for Proposals (RFP), bidders will need to show relevant experience across five NAICS codes:


Data Processing, Hosting, and Related Services (518210)

Custom Computer Programming Services (541511)

Computer Systems Design Services (541512)

Computer Facilities Management Services (541513)

Other Computer-Related Services (541519)


To be considered relevant experience, each project must meet a minimum value threshold of $7.5 million, be ongoing or completed within five years of the proposal due date, and have at least one year of performance completed.


Bidders can earn additional points for experience in Emerging Technology and can submit up to three examples in the following categories: Artificial Intelligence, Big Data, Cloud Computing, Cybersecurity, Edge Computing, Extended Reality (XR), Health Information Technology (HIT), The Internet of Things (IoT), Mobile IT, Quantum Computing, and Zero Trust Networks. Individual Projects must be valued at least $1 million to earn points in this category.
